Abstract

The magnitude of Canadian foreign-owned industry is unique among the world's industrial nations. Foreign ownership has been a controversial issue in this country for more than a decade, but the debate has not stood out for its high level of analysis. In February 1967 the Canadian government appointed a Task Force to study the political and economic implications of foreign investment in Canada, which resulted in a report entitled Foreign Ownership and the structure of Canadian industry (or Watkins Report). The dominant aspect of the Report is that foreign direct investment can be viewed in the context of the multinational operations of corporations.

Melville H. Watkins

Es associate professor of economics en la Universidad de Toronto, Toronto, Canada. En 1967 fue el jefe de un grupo de trabajo del gobierno sobre la estructura de la industria canadiense. El grupo elaboró como informe el documento Foreign ownership and the structure of industry, que se presentó a la Cámara de los Comunes en 1968, y cuya sintesis se lee en el presente artículo. EI profesor Watkins ha coeditado dos libros: Economics : Canada y Approaches to Canadian economic history y ha publicado artículos en eI Canadian journal of economics and political science, South Atlantic quarterly, Columbia journal of world business y el Bulletin of the Canadian Association of American Studies. Ha dictado seminarios en la Universidad del Estado, Moscú, Harvard University, Massachussets Institute of Technology y en varias otras universidades canadienses y norteamericanas.
