Abstract

Between 1947 and 1948, two agreements that have had the greatest importance in relations between the United States and the Latin American bloc were signed: the Inter-American Treaty of Reciprocal Assistance (Treaty of Rio) and the Charter of Bogotá, which institutionalized the inter-American system through the Organization of American States. But the truth is that it is impossible to conceive, in practice, the legal equality between the United States and any Latin American country. The logical consequence of this disproportionate association is the absolute hegemony of the large partner in the institutions to which he belongs together with his small partners. In the inter-American security system, this hegemony clearly stands out, which is why the Rio Treaty has become an instrument of North American global policy.
