La regionalización como estrategia frente a la globalización : la concepción de política externa conjunta en los bloques de América Latina y el Caribe

Abstract

This paper analyzes from a comparative perspective the progress of CAN, CACM, CARICOM and MERCOSUR in the conception and implementation of a joint foreign policy. To this end, the mechanisms developed by each block are first identified, as well as their most important external links. Second, aspects of European integration theories are reviewed, as well as some approaches to international relations theories, in order to extract possible relevant contributions for the consideration of the cases analyzed. Finally, it is concluded that the empirical evidence and the theoretical discussion allow us to suppose that regional blocks can insist with a certain level of success and benefits in their aspiration to coordinate their external positions. However, the eventual success of the joint positioning strategy depends on the degree to which the blocks internally consolidate their respective integration processes.
