Legal regime for the exploitation of aggregates on private property (not municipal). Municipal rights and activities not subject to municipal concession

It is usual for individuals or private legal entities to extract aggregates from ballast wells located on their property, either to use such materials directly in their own tasks, or to market such aggregates once extracted. Such extraction is not subject to any concession regime, neither mining nor municipal.
