OLACEFS and external public control of Latin America and the Caribbean, a subject of Global Administrative Law

Abstract

This paper will focus on the analysis of the Latin American and Caribbean Organization of Supreme Audit Institutions. The hypothesis proposed is that it is a subject of Global Administrative Law, a transnational network of Supreme Audit Institutions with a high level of formality. This is because it is possible to identify in it elements, characteristics and activities representative of the actors of the global administrative space, such as the development of normative activities and the presence of legal mechanisms assimilated to institutions of classical Administrative Law, aimed at legitimizing and democratizing the role of the organization in the global legal space.
