Abstract

Public transparency stands as a mechanism of social control that becomes increasingly relevant. The clause of democratic and participatory State that our Constitution recognizes gives sustenance to the right of access to the information, a right that is related and confused with the notion of transparency. The categorical, conceptual and practical difference between advertising, transparency and access to information is not systematically distinguished. In order to understand the system of social control that is being strengthened as an essential component of our institutional framework and to contribute to its improvement, it is necessary to distinguish the different notions that this system closely relates.
