Professor Huidobro expresses in his presentation that the commissioners clearly understood the constitutional provision as an explanation of a more general principle. such as equality before the law, not being able, consequently, the authority to establish unequal or discriminatory treatment with respect to applicants, wishing thereby to guarantee that any person who wants to access public office, can do so by complying with the requirements established in the Constitution and the laws.
