General The municipalities largely carry out their urban planning function, which is entrusted to them by the Constitutional Organic Law 18,695 of Municipalities, art. 3rd, 4th, 6th and 24th and the General Law of Urban Planning and Construction, through the approval and modification, where appropriate, of the Communal Regulatory Plan, regulated in paragraph 4 of title II of the D.F.L. 458, arts. 42 and following.
