The greater and growing complexity of the legal system generates consequences on the system as a whole; The evolution experienced by the concept of the Rule of Law has transformed both the content of the legal system and its application. The new social reality on which the Law is structured requires an update of the legal system, superior to that experienced in past times; the diversity of the community and its growing democratization make the public decision-making process increasingly difficult, so the interpretation and application of the order requires new methods to achieve new objectives.
