Referendum and Constitution. Some notes about the constitutional reform project of "Environmental Plebiscites"
Abstract
This paper explains the constitutional reform bill initiated in the Senate, through the May 11, 2011 motion, and examines the instruments of public participation or political decision, such as the referendum and plebiscite, as well as its reception in the constitutional reform bill concerning environmental plebiscites.
