The principle of equality of achievement of the vote as idée fixe in the Federal Constitutional Court of July 3, 2008 The Federal Constitutional Court (FCC) has once again had to deal with the electoral system for the German Bundestag (Federal Parliament). This time, two electoral review complaints were filed that considered the principles of equality and immediacy to be injured in the paradoxical effects of the surplus seats in the system of personalized proportional representation.
