We have been summoned by the Department of Public Law of the Faculty of Law of the University of Chile, to the seminar called "Constitutional Reforms"; and within these I will make a brief comment on some aspects that require some degree of immediate intervention to be consistent with a system of fundamental guarantees that protects the rights of people. As a preamble to this intervention, I find it interesting to share some ideas about what constitutes the conceptual basis of the system of constitutional actions, namely: constitutional guarantees and the constitutionality control system.
